Madeleine McCullough serves as Program Coordinator and Analyst for the National Housing Trust's Sustainability Policy team. In this role, she works to advance clean energy policy, namely focused on ensuring the Inflation Reduction Act (IRA) benefits multifamily affordable housing providers and residents, increasing their access to clean energy solutions. Madeleine leads NHT’s IRA Bootcamp to build the capacity of affordable housing providers and state agencies to access vital climate funding and resources, ensuring low-income residents have access to clean, affordable, and resilient housing. She is also project lead for NHT’s Equitable Electrification Community Engagement project, partnering with Washington, D.C.’s Department of Energy and Environment to engage residents in conversations about electrification to inform equitable policy and program decisions.

In addition to her work at NHT, Madeleine is the co-lead of the Midwest Building Decarbonization Coalition Affordable Housing Working Group. Here, she coordinates efforts to expand decarbonization and electrification measures within state Qualified Allocation Plans (QAPs), enhancing sustainable practices in affordable housing.
